The Target Model 3.0 of the Mental Health and Psychosocial Support (MHPSS) System is a conceptual document that outlines the strategic priorities and guidelines for the development of the mental health system in Ukraine.

The Model is built upon the practical experience of implementing the Ukrainian Mental Health Program "How are you?", initiated by First Lady Olena Zelenska. It provides a comprehensive vision for a system that is developing amid the war and introduces a new model that combines evidence-based approaches, practice-proven solutions, and multi-sectoral coordination. These changes should define new roles, mechanisms of interaction and coordination, and the necessary resources for psychosocial support of the population.
